OSHA Enforcement — AB 1634 (Skinner)
This new statute prohibits Cal-OSHA from granting a proposed modification to civil penalties for abatement or credit for abatement, unless certain conditions are met, such as the actual abatement of a serious violation.

Workplace Violence Prevention in Hospitals – SB 1299 (Padilla)
This bill would require the Occupational Safety and Health Standards Board, by July 1, 2016, to adopt standards that require specified types of hospitals to adopt a workplace violence prevention plan as a part of the hospital’s injury and illness prevention plan to protect health care workers and other facility personnel from aggressive and violent behavior.

Petroleum Refinery Reporting – SB 1300 (Hancock)
This bill requires petroleum refinery employers to provide, by September 15 each year, the Division of Occupational Safety and Health a full schedule of all planned “turnarounds” for the following calendar year. “Turnarounds” are periodic shutdowns of a refinery process unit or plan for maintenance, overhaul and repair operations. The new law also gives DOSH access to records pertaining to the planned turnarounds.
